    A section of Interstate 91 in Hartford, Vermont, is back open after a tractor trailer driver lost control of the vehicle, spilling its cargo of rolled paper onto the highway. Vermont State Police said the vehicle was in the left southbound lane on I-91 at about 11:45 p.m. Wednesday when the driver lost control and it went down an embankment.
