    Drivers heading through Harlan on U.S. 421, better known as the bypass, have recently noticed an increase in the length of time it takes for a red light to turn green. The delay between signal changes is due to the lights being taken off road sensors and placed on timers to allow the Kentucky Transportation Cabinet to complete a road project, according to KTC Public Affairs Officer Les Dixon.
