    25 years ago today, 1984: Hourly employees of Clark Material Handling Co. in Springfield will vote today on a tentative settlement of a longstanding grievance. The settlement follows a federal arbitrator's decision last May that gave some workers laid off from Clark Equipment Co. in 1982 the right to transfer to the company's Georgetown, Ky., facility. In June, the company said it intended to appeal that decision and continue discussion with the union to resolve the grievance. 50 years ago today, 1959: President Eisenhower will ask Congress to approve a new cabinet post which would outrank the vice presidency and all other cabinet posts, Newsweek magazine said yesterday. The new cabinet officer would oversee the State Department, the foreign aid program and the international offices of several U.S. agencies. His title might be 'First Secretary of the Government.' Eisenhower will propose the change in hopes of freeing the next president from some of the ever-increasing details which burden the White House, the report said. 100 years ago today, 1909: The Michigan Agricultural College in East Lansing has announced that, beginning Jan. 4, 1910, it will give a number of practical, complete, short courses in different lines of study. Coming at this time of year, when the fall farm work is all done and the spring work cannot be taken up for several weeks, the courses offer an excellent opportunity for the farmer boys of Michigan. The first year course embraces the following subjects: Stock judging, carpentry and blacksmithing, veterinary science, soils and crops, stock feeding, fruit growing and vegetable gardening, business arithmetic, bookkeeping and correspondence.
