    The Euharlee City Council spent nearly 48 minutes Tuesday in work session with half of those minutes devoted to the same question that has nipped at its heels for more than two years: Do administrative and supervisory employees answer to the city council or the city manager? Shortly after taking office in January 2014, newly elected Mayor Dennis Thayer pushed the council to adopt an organization chart that included job descriptions for city workers, something council member Joseph "Jo-Jo" Turner saw as unnecessary and harmful to the council's credibility and voiced his opinion. "You know how I feel about this," Turner said.
