The issue - should the council play a part in the everyday business of the city or is that the city manager's job? Shortly after taking office in January, Mayor Dennis Thayer pushed the council to adopt job descriptions for city workers, something council member Joseph "Jo-Jo" Turner saw as unnecessary and harmful to the council's credibility.
