    The dog attacks on cats in the Euclid Beach and Waterloo neighborhoods ended Nov. 13, when Cleveland animal control officers caught two dogs running loose on East 156th Street near Interstate 90. But that coincidence isn't evidence against the 68-year-old owner of those dogs, suspected to be the leaders of a pack that killed at least 17 cats in two months. Ralph Williams, of Darwin Avenue, is due in Cleveland Municipal Court this morning.
