Kay Builders President Rick Koze pleaded Thursday night with Upper Milford Township's Board of Supervisors to allow him nine months construction time after issuance of his first occupancy permit or to have permits for 20 units before an emergency access bridge to his proposed Fields At Indian Creek would be required.
