    DELAWARE, Ohio - The Delaware County Board of Elections has upheld its decision to reject a referendum petition that would have allowed voters to decide whether Berkshire Township and the city of Delaware should divide proceeds from an outlet mall planned near the I-71/Rt.a The board ruled unanimously on Tuesday that one signature was not genuine, and by a 2-1 vote that other signatures were by spouses of those authorized to sign. The board also ruled 2-1 that at least one petition circulator knew that the signatures were false yet failed to strike them from the petition.
