Astor resident Victoria Angelique Potter, 21, and her 10-week-old son, Terry William Peterson, were killed on Aug. 14 when the left front Goodyear tire separated and blew out on a Volusia County dump truck driven by James Sargent Searls of DeLand on State Road 40 near County Road 3. Investigators did not find any violations of Florida law "by the at-fault driver," Searls, a Florida Highway Patrol traffic homicide report said.
