A federal grand jury charged Kirk Stutes, 52, formerly of Crowley, La., with robbing First National Bank on Steubenville Pike on Jan. 16. Robinson police officers called to the bank that morning set up a perimeter and unknowingly blocked in Mr. Stutes' car, police said, forcing him to flee on foot.
