    Two people walking in the highway were struck and killed by vehicles in two separate incidents in Del Norte County on Tuesday night and Wednesday morning, officials said. The first incident, which happened south of Crescent City just before midnight Tuesday, resulted in a felony hit-and-run arrest after the 51-year-old driver, Ying Blackwell of Piercy, reportedly left the scene in her 2001 Mercedes SUV.
