    Any decision on closing campuses in the El Paso Independent School District should be left to an elected school board, El Paso's legislative delegation wrote in a letter to Texas Education Commissioner Michael L. Williams on Thursday. The elected trustees will replace the state-appointed Board of Managers in May or June, but the managers have said they will vote on a facilities plan during the last three months of their term.
