    Rescue personnel needed hydraulic tools to free the 17-year-old boy from the car after the crash on Balfour Avenue and Minnesota Avenue, said Hugh Henderson, a battalion chief for the East Contra Costa County Fire Protection District. Crews were called to the scene at 7:38 p.m. A medical helicopter was summoned but unable to fly due to inclement weather, and the boy was taken by ambulance to Highland Hospital in Oakland, Henderson said.
