    The former psychologist for Robert Ross - the Branchville man charged with setting three fires in three consecutive years - will not submit a letter in regards to Ross' mental health because he has not seen Ross in over a year, delaying a resolution of the case. "The doctor is not willing to write a letter at this time because he hasn't seen Mr. Ross," said Leanne Healy, Ross' public defender Assistant Prosecutor Seana Pappas said the two sides are working on a way to resolve the case without the letter, but she and Healy would have to speak with their respective bosses before that happens.
