The letter comes after the Cuomo administration announced Dec. 17 a ban on hydraulic fracturing for natural gas, which would have helped the Southern Tier economically - the same day the Region Five Eastern Southern Tier/Finger Lakes license was recommended for a casino in northern Seneca County in the Finger Lakes.

    Norfolk Southern said it has reached an agreement with the Delaware & Hudson Railway to buy 282 miles of track between Schenectady and Sunbury, Pa., for $217 million. D&H, now a unit of Canadian Pacific Railway, will continue to own tracks from the Capital Region north to Montreal.
