Phillips III, 19, South Broadway, Salem, waived his right to a preliminary hearing in Columbiana County Municipal Court and was bound over to the grand jury accused of two counts of receiving stolen property. Phillips allegedly used a stolen debit or credit card to make purchases at both the Salem Walmart for $385 and Circle K, South Lincoln Avenue, on March 6. Related charges of falsification and two counts of misuse of credit cards were also transferred to the grand jury.
