    Bay Village turned down a $1.2 million offer from Cleveland Water to replace antiquated pipes because City Council wanted contractual clarity on where the village would stand if Westlake left the water system. City Council at its March 16 meeting unanimously tabled legislation that would have established an agreement between Bay Village and Cleveland Water to allow the city to apply twice a year for cash to replace ancient pipes.
