    A man walking his dog on the beach in Bay St. Louis on Wednesday made a grisly discovery near the Washington Street Pier - a dead baby dolphin. Chris Lagarde, of Bay St. Louis, said as soon as he found the dolphin, he notified the Institute for Marine Mammal Studies , which sent a team to retrieve the body.

Mayor Les Fillingame told members of the city council at their regularly scheduled meeting Tuesday that since Gulf South is raising the price of gas provided to Bay St. Louis, his administration will present a rate increase recommendation to the council in April to take effect May 1. The mayor estimates the increase to be approximately 15 percent on the current average rate.
