The state Department of Community and Economic Development rejected an application by GAEDC and three business partners for the tax credits last fall, despite what they hoped was a strong Neighborhood Assistance Program proposal that included money for streetscaping two blocks of Seventh Street - including additional lights and pedestrian crossings - and an anti-graffiti component.
