doesn't their Constitution provide for an appointment? Folks in alaska and SC had better take note! what do your Constitutions say about an appointed Lt. Gov? also what about Arizona, or Kansas? some good reporter with a good research assistant should write a story. Maybe it is irresponsible not to have a specific provision to provide for such an appointment in a State Constitution. teh political scientists ought to check on it too, as well as staff of the Governor's Conference. When someone finds a State Constitution with a good provision, then it can be recommended to other states.
