The St. Vincent de Paul Society of Milwaukee , one of Wisconsin's oldest Catholic charities, had hoped to build a 35,000-square-foot retail store along a main corridor in this southern suburb, then plow the profits back into its food programs, home visits and other outreach to the poor throughout Milwaukee County.
