Audit: Mayors failed to account for $19K in receipts, $22K in spending

Guam's mayors are doing a better job of keeping track of the "non-appropriated" cash they collect and spend, but they still failed to account for $19,000 in receipts and $22,000 in spending during fiscal 2013, according to an audit report released yesterday.
