Panel orders university work plans

The Board of Governors has ordered Florida's 11 state universities to develop work plans that identify their "unique missions." The panel approved a new regulation Thursday that requires each school to submit a such a plan and annual report with accountability measures designed to show how well it's putting scare resources to the best use possible.
