The Roman Catholic Church is never going to reverse itself on Humanae Vitae because the Holy Spirit does not reverse God's Holy Truth.

Humanae Vitae reiterated the teaching of the Church down through the ages regarding the sancitity of life, so whether it is technically defined as "ex cathedra" or not doesn't really matter. Perhaps the Pope should proclaim it to be "ex cathedra," and then we can dispense with all the waffling once and for all.
