The former elected Harrison County prosecutor and Bethany, MO, attorney, Richard F. Turner pleaded guilty Wednesday in federal court to stealing at least $540,000 from his client. According to court documents, Turner spent the money he stole to pay off his mortgage, put in a swimming pool and support his clothing store, Richard's Menswear, among other personal expenses. Did a downtown Kansas City developer concoct a ruse in front of a city agency en route to tapping public funds for his project? That's what we wondered after reading a curious story in the Kansas City Business Journal about the development of the Commerce Tower at 9th and Main. The story, which was posted on May 13, described how Commerce Tower Group Inc. appeared before the Tax Increment Financing Commission of Kansas City to request additional subsidies to give Commerce Tower a makeover . Although a majority of distressed homeowners are plagued by mortgages that far exceed the actual value of their homes, the number of homeowners with underwater mortgages is shrinking, according to Black Knight Financial Services' latest Mortgage Monitor Report. The mortgage industry technology and data analytics provider said that 77 percent of borrowers in foreclosure have underwater mortgages, and about a third of borrowers in active foreclosure have current loan-to-value ratios of 150 or more, meaning they owe 50 percent more than their homes are actually worth. Renters in Ottawa will have more options, housing starts will drop and the resale market will remain relatively flat over the next several months, the Canada Mortgage and Housing Corporation said Monday.
