Generally, the Union puppets won as expected and the Palo Altans who voted for them will be among the citizens who will fund a stronger Union's behavior.
According to local papers, City eMail was used as a campaign tool: emboldened by a win, Unions may act even less responsible toward the populace who supported them.

Holman and Scharff may be courageous enough over the long term in helping defend the financial health of Palo Alto, but the now inevitable approval of a new Union contract - one less fair to Palo Alto than today's - will communicate the voters' mistake.
If they decide to remain active, Hackmann and other non-member may continue to act as a Council monitors, but in the end only the press will decide what sees the light of day and the voters have demonstrated instincts counter to their own good, anyway.
