    Walter A. Scheiber, who helped bring about a regional approach to issues such as housing, transportation, air and water pollution, and planning, during 25 years as executive director of the Metropolitan Washington Council of Governments, died Oct. 8 at his home in Gaithersburg, Md. He was 92. When in 1966 Mr. Scheiber became the chief helmsman of the Council of Governments, known as COG, the notion of voluntary regional governmental cooperation was an alien concept to most political leaders in the 22 jurisdictions in Maryland, Virginia and the District of Columbia that would eventually be represented.
