NYC lawmakers mull bill to raise term limits

NEW YORK (Reuters) - Mayor Michael Bloomberg introduced a bill on Tuesday that would change the city's term-limits law and allow him to seek four more years in office to help New York cope with the sweeping economic crisis.

Bloomberg, a former Wall Street trader and self-made billionaire, is seeking a permanent change in the law to raise the limits to three four-year terms from two for mayor, the 51-member City Council and other elected officials.

Bloomberg says his Wall Street experience would be invaluable when the city is bracing for lean times. Tens of thousands of high-paying financial jobs are being lost and the impact is likely to spread through many layers of the city economy.

Family courts overburdened in NY

After 7-year-old Nixzmary Brown was discovered emaciated and beaten to death despite warning signs of her abuse, sweeping reforms were made to New York's child welfare agency. Millions were invested, caseworkers were added and police presence beefed up.

But the legal system that deals with troubled families remains stagnant in the two years since Nixzmary's death, choked with a backlog of hundreds of cases that forces children around the state to languish in foster care.

'You have a certain exigency to cases involving children,' Judge Ann Pfau, chief administrative judge for New York state courts. 'You want to be able to resolve problems as quickly as possible, you just want stability for the child. Six months in criminal court case is different from six months in a family court case. Six months is a very long time for a child. We think about it all the time.'

For $2, the women will dance one song. For $10, they will dance a set. Forty dollars buys an hour of their time.

The scene plays out in immigrant neighborhoods across New York City, providing a key source of employment for immigrant women and a haven for men seeking to stave off the loneliness of being far from home. It is a perfectly legal form of entertainment _ there is no stripping but plenty of hand-holding.
