The technology was developed in the US in the 1930's, but even then it was rejected because it didn't work all that well and because of the high cost of the necessary chemicals. Nowadays they would not be used anyway in Western countries on account of the pollution.

Stalin used to pull similar stunts in the old USSR. The CCP wants to assume a "god" status in their propaganda to provide some meagre shred of legitimacy for their criminal regime. The CCP, of course, don't care how many deformed children their propaganda stunt causes.

Same old propaganda crap.

The system developed some years ago in the US occasionally seems to work but has been very unreliable. The same system in the hands of the Russians or the Chinese would be highly unreliable although it would work sometimes, unless they have improved it somehow. It isn't impossible, you know.

But if you want to believe a rather obvious re-do of a tired old Communist propaganda stunt, with the addition of a blind leap of faith regarding "improvements somehow", I guess I can't stop you.

It should be noted that even Texas has a weather modification program that utilises cloud seeding.

And also...

24 countries use cloud seeding but it is only believed to be America who have used it as a weapon of war.
