City Water Authority borrows $100 million for improvements

For those who have more knowledge than I regarding the H2O Authority...what has the Authority been doing w/ the monies they receive from us?
We will receive rate increases to pay down the debt that they have incurred. It doesn't take a PhD to figure that out. |

Hmmm...check out the ultraviolet filtration plant in Highland Park- it looks like a palace. True, the EPA said they had to either treat the water or cover the reservoir, but it wasn't necessary to make the plant look like a freaking palace!

I guess at one time it was supposed to go online as both a treatment plant and a place to bring schools, etc for tours but after 9/11 that all went out the window. They spent a considerable amount of money to make it more aestetically pleasing than the average water treatment plant. Then again, those were the good old days before the war and budget cuts...they probably wouldn't have spent the money if they knew 8 years later there would be no grant funding for further projects...
