Vietnam, U.S. to hold naval exercises
Your reply reminds me about your Hanoi Ambassador Le-Van-Bang while he worked at the UN, his limitations ? READ: NEW YORK (AP)-- Vietnam's ambassador to the United Nations is claiming diplomatic immunity after being accused of illegally digging for clams on Long Island. Ambassador Le Van Bang and his driver, Toan Nguyen Dinh, were spotted July 31 in East Hampton's Hog Creek, carrying plastic bags filled with clams, town officials said. The two men "acted like they didn't speak English when they were confronted by the harbormaster, " said the town prosecutor, Scott Allen. After police were called, Le and Toan dropped the bags of clams and claimed diplomatic immunity, the Daily News reported Friday. The men were ticketed for illegal shellfishing and littering. Clamming without a license carries a $250 fine. The men are due in town court Oct. 3. Allen is researching whether diplomatic immunity applies. "Apparently, there are two different levels of diplomatic immunity," Senior Harbormaster Bill Taylor said. "The ambassador is total diplomatic immunity, the driver may be at a different level." Nguyen Thi Hong, a spokesman at Vietnam's U.N. mission, said the incident was a misunderstanding. "They were not picking up clams. They were just swimming around," he said. (Jun 17, 2011 | post #226)

http://www.mysinch ew.com/node/58380 China urges Vietnam to make efforts in sea dispute Foreign 2011-06-07 17:35 BEIJING, June 7, 2011 (AFP) - China on Tuesday urged Vietnam to make "earnest efforts" to resolve a flare-up over disputed waters in the South China Sea, after hundreds staged a rare protest in Hanoi over Beijing's actions. Relations between Beijing and Hanoi have grown increasingly tense in the past 10 days over a long-standing dispute related to the sovereignty of the potentially resource-rich Paracel archipelago and the Spratly islands. "China has indisputable sovereignty over the Spratly islands and nearby territorial waters," foreign ministry spokesman Hong Lei told reporters. "China and Vietnam reached important consensus many times on how to appropriately handle maritime issues and maintain stability in the South China Sea," he added. "We hope the Vietnamese side will make earnest efforts to implement the relevant consensus." The group of around 300 protesters in Hanoi -- bearing signs such as "Protesting against China causing trouble" -- met quietly for half an hour on Sunday before peacefully dispersing, at the request of 50 armed policemen. In May, Chinese surveillance ships confronted a Vietnamese oil exploration vessel in the South China Sea, which Hanoi deemed to be a violation of its sovereignty and a breach of the UN convention on the law of the sea. Vietnam accused China of expanding the scope of the dispute and demanded that Beijing pay compensation for damage allegedly inflicted on the Vietnamese vessel. China has told Vietnam to end its activities in the contested waters. The Paracel archipelago and the more southerly Spratlys in the South China Sea are both potentially resource-rich outcrops that straddle strategic shipping lanes. The Philippines, Brunei, Malaysia and Taiwan also claim all or part of the territories in question, and renewed tensions drew a warning on Saturday from the United States that the disputes could lead to armed conflict. VN condemns Chinese intrusion Vietnamese Internet users have expressed their attitude against China’s intrusion into Vietnam’s waters and its distortion of the history about Vietnam’s sovereignty over Truong Sa and Hoang Sa archipelagos on forums and social networks. They have opened many fan pages on Facebook to discuss and call for people to support Vietnam’s sovereignty over Hoang Sa and Truong Sa. These fan pages are named “Hoang Sa – Truong Sa belong to Vietnam”, “I love Vietnam”, “Fans of Vietnamese Flag”, “Vietnam – Ho Chi Minh”, etc. These fan pages have had hundreds of thousands of members. These pages are updated with information about the East Sea. Fan pages also hold events to confirm Vietnam’s sovereignty in the East Sea, for example the event to collect 87 million signatures protesting China’s intrusion into Vietnam’s waters, the call to change avatars, etc. Members believe that changing avatars with the picture of Vietnamese naval soldiers who are defending Vietnam’s sovereignty in the sea will make a domino effect in the online community, which will attract the attention of international friends. “This is a small action but it shows the youth’s patriotism. We are proud to partly contribute our effort to defend our country,” a member wrote on his blog. Besides topics about Hoang Sa and Truong Sa, topics on patriotism, lessons from history in defending the country are also discussed enthusiastically. Tension in the East Sea has become the common interest of the nation. The online community, which is said to be only interest in entertaining issues, is now very serious with politics. Many people post their deep analysis about the East Sea issue. One wrote on his blog: “The East Sea dispute will continue more complicatedly. We have to be watchful and skilful to struggle in all aspects, especially in the diplomatic field to take advantage of the unity of international community. We also have to show our determination and our firm standpoint: Hoang Sa and Truong Sa belong to Vietnam’s sovereignty”. H. La (Jun 14, 2011 | post #1)
FAIRGAME: Red-China helped Red-Vietnam
http://english.vov news.vn/Home/Vietn am-hopes-to-settle -East-Sea-disputes -peacefully/20116/ 127507.vov 15/06/2011 Vietnam hopes to settle East Sea disputes peacefully (VOV) - China’s recent violations of Vietnam’s sovereignty on May 26 and June 9 have made the East Sea situation more complicated. With a strong belief in justice, Vietnam hopes to settle all disputes through peaceful negotiations. >> US Senate calls for peaceful resolution to East Sea disputes >> Vietnamese lawyers oppose China’s violation of sovereignty Professor. Dr. Nguyen Hong Thao, an expert on land and maritime border issues, emphasized this in an interview with our reporter. Reporter: Is it true that China has violated Vietnam’s sovereignty by cutting the cables of Vietnam’s exploration ships Viking II and Binh Minh? Prof. Thao: The two recent incidents occurred in Vietnam’s continental shelf and 200-nautical-mile exclusive economic zones. According to the United Nations Convention on the Law of the Sea (UNCLO 1982), Every State has the right to establish the breadth of its territorial sea up to a limit not exceeding 12 nautical miles, measured from baselines; a 200-nautical-mile exclusive economic zone and continental shelf, the outer limit of the continental shelf shall not exceed 350 nautical miles from the baselines from which the breadth of the territorial sea is measured. Reporter: What is behind China’s purpose of deliberately turning a non-disputed area into a disputed one? Prof. Thao: In my opinion, this is part of China’s strategy to monopolise the East Sea, prevent the intervention of the US and some other countries, and pave the way for the Chinese Navy’s blue ocean strategy. Reporter: Do you agree with the spokesperson of the Ministry of Foreign Affairs and international scholars and experts that the so-called “nine-dash line” claimed by China is groundless? Prof. Thao: I think that no scholars and experts have accepted the nine-dash, or U-shaped line which China firstly presented to the United Nations in 2009. Right after it was presented, related countries such as Vietnam, Malaysia, and the Philippines strongly opposed it. Even the US, Indonesia and other countries could not accept it. China has never had any clear explanation for what it claims to be a nine-dash line while Chinese scholars have tried to prove it in different ways. China’s ambiguous claim concerns not only neighbouring countries but also other countries inside and outside its so-called “nine-dash” line. This means 100 percent of the East Sea. Reporter: China has criticized Vietnam for internationalizing the issue and said that it wants to settle it bilaterally. What is the exact meaning of its recent actions? Prof. Thao: The East Sea issues is one of international magnitude as it connects the Pacific and the Indian Oceans. It is also in the centre of the economically busy Asia-Pacific region. It is a shared sea region for surrounding countries which have the maritime and aviation freedom. It benefits not only East Sea-bound countries but also other countries in the world. Therefore, it is unreasonable to say that Vietnam has internationalized the issues. In fact, it is China’s recent actions that have complicated the situation and drawn the attention of the international community. Reporter: What do you think about the State President and Prime Minister’s sayings that although Vietnam is a small country, we always want justice and we never put ourselves at a disadvantage? Prof. Thao: The leaders have fully expressed our country and people’s aspiration for peace and will to do the utmost to protect it. We are ready to exercise our inherent self-defence rights as regulated in the UN charter when our sovereignty is violated. We have learnt a lot from our history and we fear no forces. However, we hope to settle the issue on a basis of respect for peace and each other’s independence and territorial integrity. Reporter: Thank you very much! (Jun 14, 2011 | post #75)
