Nice try but you are incorrect. Those were two separate paragraphs, one leading into the other. You chose to interpret it the way you did. One is not dependent on the other as they both stand alone or "could" be used together. I guess you could say Lincoln was also in the military as commander in chief although that would be a stretch. If you had asked me whether either had served and I then answered that they hadn't, you would have had me. Unfortunately you didn't go that route nor would I have made the statement without researching it ... However, this is still not the point of the article or the direct response to it. Although I understand what you are saying, you seem to be a little confused. Max is the guy who claims people are paid what they are worth; he is a Vacaville resident. I am the Dixon councilman who gets $300 per month with no medical benefits to make sure the local government is honest, which it is definitely not. One other thing you seem to have missed is that I didn't say to lay you off unless your job is superfluous, which means it is unnecessary. I would rather have you working at 10 to 20% less than being out on the street. Your wife must make some good money if you can afford house and car payments as you can't do much on $32K a year. I have no use for rinos or the lunatic left and I don't speak for either of those groups. I suggest you speak with one of the three stooges on my council if you want them addressed. Amazinginly arrogant on behalf of the city manager as well as staff and another poor job of investigation and comparison by the author. How is it that a city half the size of Dixon has a larger budget, $16 mil versus $12? Want to bet that Hector is making pretty much the same as Huston in Dixon? The fire chief is part time. I seem to recall that his salary was also quite high. With all of these employees gone, exactly why is the budget still so high? What does sewer and water rates have to do with the general fund balance for the city? You shouldn't be paying salaries out of these funds which are dedicated to either sewer or water. Want to bet there is another phony "cost allocation plan" which management had done to shift the burden of their salaries onto the public? I have no pity for these fools. Once again we have those who feel little compunction in attacking the messenger. Toler may be a lot of things, but it has little to do with this action. How is it a problem to ask for the details behind the action? Why aren't others doing this instead of a private citizen? Why didn't the supervisors do this in the first place? Now for the Max question. Why is it that no one seems to understand you have to look at the programs and the wages and benefits, in conjunction? You want to eliminate $18.9 million from your budget and it is mostly made up of wages for dubious programs? Try keeping employees employed for the most part and cut wages 10% across the board. No furloughs. Pay cuts. Next, look at your programs and see what is non-essential. If you want to do them all, cut wages 15% or more. Keeping service levels up is important. The only question is what service needs to be given. I am sure art in the jail really looks necessary now. I wouldn't have cared if Cindy Sheehan had filed the court order. At least she would have gotten one right in her worthless career. Toler should be congratulated for the job he shouldn't have to be doing ... I am sure many of those started by drinking hooch at a neighborhood party while making a lot of noise. Interesting but not all that correct of an analysis. It all depends on what you were trying to achieve. I will not get into the black helicopter bit of "oil in Iraq" as our goal nor do I believe in the altruistic effort to bring "freedom " to this backward nation, but the belief that Saddam Hussein was problematic and a supporter of terrorism creating instability in the region is enough reason to take him out. Afghanistan is different. The effort to obtain bin Laden was flawed. First, you don't allow him to get out to Pakistan. You bring in enough troops to get the job done and roast him in his cave if that is what it took. After you have ended that sequence, then you go into Iraq. Finally, you tell Iran and Syria to knock it off or they are next ... especially Iran long before they had enough time to enrich a critical mass of uranium. Nice stuff and I don't necessarily disagree with what you wrote. As the Korean and Viet Nam Wars, yes that is what they were called, were started before your War Powers Act of 1973. How did they get it done back then when the Congress did have "testicles "? The fact that the President is the Commander in Chief does give him the ability to direct his troops, hopefully through his generals and admirals, but only after Congress has officially declared a war. I know all about the euphemism "police action" but when you have a President who says this is a war on terror, it is a war. Unfortunately we don't fight them as wars anymore.
