Does YOUR town have a noise map? Not found one yet for Honolulu, but Aiea is on the same island as 'Oahu and found info on just how noisey it really is. Noise study based on "quiet" time - such as 3 AM in the morning. In Aiea Heights you do: Interstate Route H-1 Noise Study Aiea Heights Drive to Maimakani Street Project No. HWY-L-05-06 Page 5 reads - "The resulting average noise level of 76.6 Leq was well above the 66 Leq noise abatement criteria established ... under the State Noise Abatement Policy." - HSLS H 363.742 Earth Tech [2006] "Interstate Route H-1 Noise Study" Leq (24hr) The equivalent continuous noise level during a 24 hour period, usually from midnight to midnight. The state has only 4 inspectors for stationary noise only. DOE NO longer can get a quiet reading no longer in order to calibrate dBa. The Noise study based on "quiet" time - such as 3 AM in the morning. Chapter 42 “Vehicular Noise Control for Oahu” and Chapter 43 “Community Noise Control for Oahu” have been repealed No longer any noise legal definition for moving vehicle, No remedies no penalites. Current Loaw under HRS Chapter 342F, Noise Pollution is for STATIONARY noise only Administrative Rules (Hawaii Administrative Rules - HAR) * HAR Title 11, Chapter 46, Community Noise Control durations, as established by this chapter. "Excessive noise source" means any stationary noise source.... (no Vechicular) "Impulsive noise" or "impact noise" means any sound with a rapid rise and decay of sound pressure level, lasting less than one second, caused by sudden contact between two or more surfaces, or caused by a sudden release of pressure, including but not limited to any hammering, pile driving, and explosion. "Noise" means any sound that may produce adverse physiological or psychological effects or interfere with individual or group activities, including but not limited to communication, work, rest, recreation, or sleep. "Noise pollution" means noise emitted from any excessive noise source in excess of the maximum Permissible sound levels. "Sound" means an oscillation in pressure, particle displacement, particle velocity, or other physical parameter, in a medium with internal forces that causes compression and rarefaction of that medium. The description of sound may include any characteristic of such sound, including duration, intensity, and frequency. "Sound level" means the sound pressure level obtained by the use of a sound level meter and frequency weighting network, such as A, B, or C, as specified in American National Standards Institute specifications for sound level meters. "Sound level meter" means an instrument or combination of instruments, which meets or exceeds the requirement for a type I or type II sound level meter as specified in the American National Standard Institute, ANSI 51.4-1983, specifications for sound level meters. "Sound pressure level" means twenty times the logarithm to the base ten of the ratio of the measured sound pressure to the reference sound pressure of 0.0002 dynes per square centimeter or twenty micropascals. Administrative Rules (Hawaii Administrative Rules - HAR) HAR Title 11, Chapter 46, Community Noise Control ( §11-46-9 Measurement of sound levels. (a) the director may adopt procedures which set forth criteria for the measurement of sound. Such procedures may be in substantial conformity with standards and recommended practices established by the American National Standards Institute or the Society of Automotive Engineers, and the latest revisions thereof. (b) The director may revise such measurement procedures from time to time to reflect current engineering judgement and advances in noise measurement techniques. (c) For the purpose of this chapter, sound level measurements shall be conducted using standard procedures, with sound level meters, using the "A" weighting network and "slow" meter response unless otherwise stated, (d) Sound level meters and calibrators shall conform to specifications provided in the American National Standard, ANSI Sl.4-1983, specification for sound level meters. (h) The ambient noise level may be estimated from sound levels measured during nonoperation of the noise Source or by sound levels measured at one or more points near the point of measurement where the noise source is inaudible. THE WHOLE KIT AND KABOODLE - Impossible and implausible specifications. The BIG Shibai - Lies from start to finish and through and through, with each and every detail maliciously lying to the entire island of Oahu into a economic disaster of Biblical proportions. I could be hollering right now outside of Honolulu Hale like a zealot prophet yelling, "Woe! Woe!", but nobody would seriously listen, so instead I'm yelling, "Woah! Woah!" Please SLOW down and read carefully the desires of Hannemen & etal on this train. Estimated cost of $3.7 is the stub portion only - not the entire 20 mile length. It's a lying selling price similar to a $40 SuperFerry ride quote that doesn't include the hidden surcharge that is more than the 'original' ticket price. The width of 26 feet wide and (50 feet at stations) is unrealistically too narrow and is being used to appease neighbors who oppose living under the glooming shadow of a giant noisy 'Leaf blower' blocking out the sun. A typical Metro corridor width is at LEAST 39 feet for track sections and 59 feet at stations.[1] The leaf blower decibels of 75 is also a lie. Is that from 50 feet away? It doesn't say, therefore it is not a 'spec'. Honolulu doesn't even enforce it own current noise restrictions.today , ask anybody in Waikiki. A nonstop barrage of noise above 45 dB will impair school children learning and night workers from sleeping. Nonoise.org says "The average blower measures 70-75 dB at 50 feet according to a manufacturer's lobbyist (2), thus louder at any closer distance. Offensive noise levels above 60 dB are unacceptable. The decibel scale is logarithmic and each increase of 10, say 60 to 70, represents a noise 10 times louder."[2] 20 seconds to board or disembark from a train? Are these going to be sensitive doors that open if a disabled person is still in process of getting on/off or are these non-sensitive doors like the New York subway system that just close, dragging whatever is caught in the door along the track? Apo says "It's not going to be a "jog-you-arou nd type of ride", yet the specifications state a greater than 3mph acceleration/decel eration rate. Well, which IS it? Next Honolulu will be told that "green is purple and need to break a few eggs to make an omelet." LISTEN to Mufi, and do what he suggests, "You should reconsider very seriously."
