your dog is allowed to bark at people walking near your property. that is not a nuisance. i believe the code reads that the dog has to bark continuously for over 15 minutes. and, to be cited, animal control has to witness it or it has to be witnessed by two seperate parties. sounds like you just have some busy body neighbors. even if this is a "rumor", it is necessary for law enforcement to get involved, and for an investigation done into this matter. the school board should not be above the law. they should not even have a say or decision on anything until a criminal investigation is conducted.
