I was there, too. And your really stretching any possible relevance that riots forty years ago could have to a professional football game played this afternoon. And the City of Pittsburgh, for example, merely seeks candidates with 30-60 accredited course hours at a university, college... or a trade or technical school. There is no degree requirement. And the Pittsburgh Police is the major police force in western PA.
