Close it down. Use the remaining funds to purchase memberships to the Leominster library. The memberships can be given to the neediest families. Families that do not qualify for the Fitchburg subsidized memberships may purchase their own membership. If enough families are purchasing memberships, Fitchburg can elect to reopen their library and residents can continue purchasing memberships. Or, charge rental fees for books. What does Fitchburg need to turn it around?
You can't blame the landlords in the city. Landlords must not discriminate against race, gender, etc. Most of the dirt bags in the city fit into one of these categories. The demand for housing in Fitchburg is low resulting in lower rent. Landlords must only meet the habitability and sanitary codes. The city needs higher paying jobs. This will attract skilled workers. These skilled workers will want to live closer to work. There will be a higher demand for area housing. Higher demand = higher prices. Higher prices will push the dirt bags out of town. Higher house values will increase tax revenue to the city. Problem solved. In order to attract business, the government has to back off. Reduce/eliminate taxes for business. Reduce zoning limitations. City hall must work with businesses rather than against them. The city must welcome all business, small or large. Big business seems to take a lot of bashing, especially if they turn a profit. However, Fitchburg was a different place when GE was still operating there. The library should be closed long before police officers or firefighters are cut. "What about the children?" There is a library in every school.
