Mark Shields, head of the BCA at the time of the Chief of Police test was asked to take that test too. He passed 20 points higher than Finney but Finney being the token black man they needed to fill the shoes of chief got the job. Ironically three years later Mark Shields became Finney's boss and that is when the Coppage case and the gangs were cleaned up...Finney was basically asked to resign. Still need to keep that token black man and the rep of the st paul police up there! Too bad Finney ever existed. He was rotten from the jump. May he rot in hell. This is laughable. And it's been going on for the last several decades.... We wonder why our crime is so high? Sure, make a pact w/ the devil and make Minnesota the "single mommy" state w/ free everything and baby daddies will follow for free ticket too". Now the ones my age have children aging off of the welfare program so mommies are getting free college and end up on RSDI for depression. the new form of welfare. Just think of the states that emptied their states of criminals to come here to the last of 10000 taxes. I worked w/ a young pregnant girl from Chicago who had a 2 yr old.
