The 29-cent rule is reserved for people who prove themselves to be a detriment to society. They are worthless, pointless, lawless, and have basically waived their right to exist through their actions. 29 cents, at the time the rule was invented, was the average cost of a single 30-30 round (if purchased in bulk). It's more like 49 cents now, but oh well. The reason this rule was invented is because I feel it is much more economical to apply it to most criminals instead of waste millions of tax dollars by imprisoning them.
