This relative may provide information about how Shull and Hensley knew one another,do you know if Shull had any male friends living on or near W. Williams St.close to the vicinity of April's home? Hello They have the technology today,I haven't closed my mind to what you've expressed its just that I'm waiting for LE to exhume his body and test his DNA, or perhaps they could test his family member's DNA, was this suggested to LE, do you feel that perhaps someone left notes around in 2004 to direct attention away from Shull for good, what is your opinion? Tories clamp down on Internet child pornography 24/11/2009 8:23:49 PM CTV.ca News Staff The Conservative government introduced new legislation Tuesday that will compel Internet Service Providers (ISPs) to report to law enforcement officials if they find or learn of child pornography on their networks. They would also have to notify police if the ISP finds child pornography on their own networks, and keep the evidence. "The creation and distribution of child pornography are appalling crimes in which children are brutalized over and over again," Nicholson said. "A mandatory reporting regime across Canada will improve law enforcement's ability to detect potential child pornography offences, help reduce the availability of online pornography, facilitate the rescue of victims and help identify and apprehend offenders." Nicholson acknowledged that the production and possession of child pornography is already a crime in Canada, but he said the new legislation would close a loophole and make ISPs responsible for reporting pornographic material. Individuals who do not comply with the new legislation could face fines of up to $1,000 for a first offence, $5,000 for a second offence, and $10,000 and/or six months in jail for third and subsequent offences. A corporation that does not comply with its duties under the legislation would be subject to a graduated fine scheme of $10,000, $50,000 and $100,000. "The worldwide web provides new and easier means for offenders to make, view and distribute child pornography, resulting in a significant increase, not only in the availability and volume of child pornography, but also in the level of violence perpetrated against children," Nicholson said. Child rights advocates have long lobbied for such legislation. Canada is the world's second-largest home to online child pornography and the second-largest online seller of child pornography material, such as images, videos or memberships. According to the Canadian Centre for Child protection, about half of all child pornography images feature children under the age of eight and nearly a third of those images feature serious sexual assaults. Spokesperson Lianna McDonald praised the legislation, saying it would make it easier for law enforcement agencies to crack down on those who create and distribute child pornography. "It's a very good day for Canada's children," McDonald said. "Children need adults to take responsibility and help protect them." Ontario Provincial Police Commissioner Julian Fantino said the legislation will aid investigators in their battle against what he called "the vilest crime that can be committed against a child." VG He saw all three girls, at one point April wasn't the only girl walking alone, he didn't go after the one that turned back after walking April so far to get her umbrella, he saw the girls separate he chose April not the other girl, April was the one he had plans for, he is a watcher he tells us that in his notes, he is not impulsive meaning he is not prone to act on impulse, he surveys the situation, he calculates his move, he is patient and waits for the prey of his choice to be alone, he could have just as easily chosen April's girlfriend but she wasn't the one that appealed to his appetite, he wanted the delicate little blond girl April, don't think for one minute this perp wasn't aware of the other little girl, he knew she was walking with April and if they hadn't separated he would not have approached April at the moment he did, he is a watcher and will wait like the story of the spider and the fly, just like my grade one teacher waited for no students or teachers to be present when she wanted to become physically abusive with me in the empty classroom after school hours. Again as mentioned in my previous post, I would study every male who had access to the address on W.Williams St. right down to the milkman if milk was being delivered in 88', plumbers,maintenen ce workers, landlord, male tenants in the same dwelling, newspaper delivery, mail delivery,etc. not to exclude males dropping by to visit other tenants in the building where April resided, males known to the family over the years from 88' onward, male neighbours that associated with the family if any,were there any pedophiles from out of state housed nearby in 88' unknown to the people in the neighbourhood on W. Williams? I believe the search for the identity of this perpetrator starts in te areas I have pointed out, near April's home. (Yesterday | post #4909)

VG We have a good idea of the events pertaining to April 1/1988 from the time April arrived home onward, what I would be interested in knowing is what transpired daily in the weeks leading up to April 1/1988,where she was spending time, according to her girlfriend's mother she was going to her girlfriend's house after school for a month or more, if that was the case she was walking to her girlfriend's house on a regular basis, it was becoming a routine a pattern, same route daily to her girlfriend's house, someone could have easily observed her unchanging routine and gaged her movements daily and whoever it was knew her at if not on a personal basis, the person knew herto see her passing by, I don't see April's abduction as a grab and run situation, I believe she was being routinely watched until this perpetrator decided to make his move, he is calculated and he states in his letters he watches, he may have even spoken to April during her daily walks, he abducted her in broad daylight, he didn't abduct her without thinking, this guy thinks every step of the way, this is why to this day he has not been apprehended, I believe he first studied her daily routine just as he knew where to leave notes for little girls to find, he watched, observed, and knew which little girl lived where,the events of the previous week leading up to her abduction is what I would like to know step by step, play by play, this perpetrator did not just jump out of no where and grab April, I can't explain why I feel this, I just do.
