I think people from urban areas tend to take this less seriously because it's more frequent there. But I would hesitate to say this is always harmless. The flasher derives satisfaction from the ladiess' discomfort, and this is still a form of sexual sadism. It can, and sometimes does, escalate from there: Peeping, stalking, B and E's, worse.
