I seriously doubt she can really claim to call herself a "mother" after what her children endured before being rescued. I'd say this law is a good start to combatting a national problem. My theory is that is if you start with the youngest/newest drivers -- helping to stop them from developing such a horrible and unsafe habit, then you are ahead of the battle. Chances are pretty great that you won't change the 40 year old who's been driving for 24 years or so, who has been eating his Big Mac for nearly as long...but the possibility of changing the driving patterns of new drivers by slapping a fine/driving infraction to their record due to their poor choices MAY make a difference.
