This is just a hunch...and I'm not trying to say the conspiracy theories of BofA practices are incorrect. But consider this. BofA is a company made up of many large banks over time (BofA, Nations, Fleet, NCNB, etc.) And it is one of the larger technology centers in the world due to all of the computer systems it has inherited and built over time. So, could it be that some of the "flexibility " they impose on processing order has to do with what it takes to get all of those transactions synched up within a single day? ...I'm just saying. Got this from BofA: Key features of the BankAmericard Basic Visa card include: The interest rate is the same for all transactions, including purchases and cash advances, making it easy for customers to keep track of their interest rate at any given time. For the life of the account, the interest rate — U.S. Prime plus a margin of 14 percent — only changes if the Prime Rate changes. There is no over-the-limit fee. Instead, over-the-limit transactions will be declined. An easy- to-understand, single-page disclosure explains terms and conditions. One flat fee of $39 is charged for late payments. Good point "Customer service rep". And the few of us that do pay our bills and try our best to live within our means end up paying for everyone else. I think we are in agreement on this! ANd I would add that rather than raising fees on people who are late or just do not pay. How about stop giving them more credit. Not completely accurate. Banks make many millions off of the transaction fees typically paid by the vendors. However, you are accurate in that those of us that pay off our credit cards each month are closer to a cost than an income. I suspect the industry has needed such changes for a few years now that Debit and Credit cards have essentially replaced cash and checks. And as they change, the consumers will change again. For instance, the consultant that travels and expenses back his travel cost will eventually include the additional fees in their expenses or their rate. (May 26, 2009 | post #3)

Interesting... Is it really ok for the cardholder to be late on or even miss a payment, but it is not ok for the bank to have an investment go bad? And in today's economy, is the first not the cause to the second? Maybe it was a Vegas style crap shoot, as you put it. But the core to many of the problems is the fact that so many people want what they want, right now. And if they cannot pay it back they just want out and let the banks pay for it. The sad thing is that our government thinks (and most Americans) that the way to fix a problem caused by too much credit is with more credit. A real stimulus would require us to create more jobs that create and build things that people need and want. And the ability for our US companies to compete with the world on pay. Some say teachers only work 10 months and get all the holidays off and thus, have no excuse. Don't they also only get paid for 10 months? I personally think this article is barking up the wrong tree.
