Alex, Honestly I don't see how they can get any more corrupt than they already are. A ward specific system will allow regular folks to run and win - right now only the wealthy or those who sell out to special interest have a chance to win. Even Carlos Bustamante told him he would personally see to it that Sean receive a City Tile plaque from the City of Santa Ana.
