Wagners, Smith obtain second black belts

WATERFORD - Wagner's Martial Arts Academy of Waterford announced that two of its members, Johnathan Wagner and Blake Smith of McConnelsville tested into their black belts for Tae Kwon Do and blue belts for Hwa Rang, which is just two levels below a black and includes 5,500 moves.
