  Burglary A hot water heater, a water meter and pipe were reported stolen to Kankakee police from a basement of a vacant residence in the 200 block of North Fairmont Avenue at 10:30 a.m. Thursday.

  Questions raised about health department bid, contract

  Although the Illinois attorney general's office is not pursuing charges against anyone at the Ford-Iroquois Public Health Department, concerns remain about how the agency went about awarding a $123,000 contract to a company owned by the husband of a department employee.
