    While San Francisco struggles to regulate commercial short-term housing rentals through companies like Airbnb, a state appeals court has upheld the authority of a homeowners association to charge fees to owners who rent out their condominium units to short-term occupants. An association is entitled to impose reasonable fees to cover the extra costs of vacationers and other short-term renters, who usually use recreation areas and other facilities more than other residents and are "less careful ... because they are not concerned with the long-term consequences of abuse," the Second District Court of Appeal in Ventura said Tuesday.

    According to a national survey, new data shows that Los Angeles County ranks 26th best in health outcomes when compared with California's 57 other counties. The Robert Wood Johnson Foundation and the University of Wisconsin Population Health Institute released their annual county health rankings this week, which use a variety of factors -- including diet, exercise, violent crime, access to care, housing, transit and education -- to measure health across the country.
