Derry Township officials have big plans for revitalizing downtown Hershey, and one of their tools to help pay for some of it could be a public-private partnership tool called Tax Increment Financing, or TIF. The township's plans are preliminary, but on Wednesday the Downtown Hershey Association hosted a panel discussion on TIFs led by experts in the field and those who have tried it in other communities.
