SAND CITY >> A company trying to foreclose on the site of the proposed Monterey Bay Shores Resort is now betting on a series of emails to bolster its case. In a declaration filed in Monterey County Court, attorney John Fredericks has alleged that a New York-based lender never agreed to let developer Ed Ghandour pay back more than $20 million in loans at a steep discount, as Ghandour contends in a counter-lawsuit filed in the case last month.
