Once it's built, it needs to be staffed. While "absurd" is wrong about the type of people hired for these plants, s/he is on the right track. You need a fairly advanced degree to work in a nuclear plant, generally in an engineering field. There just aren't any people living in this area with that kind of education, any who were intelligent enough to get that kind of degree also had the good sense to move away.
If they built the plant the only jobs locals would be able to get would be mopping the floors and cleaning the toilets, any of the actual good jobs would be given to people who had the qualifications to do them that were willing to relocate to the area.
