i say a condition should be the illegal parents should have to go back to the country they came from and can not return or apply for citizenship they should have to pay for what they did the dream act should state 4 years of service in the military and get the gi bill to pay for college then they must graduate then they can start the path to citizenship and if it passes in 2011 only go back 5 years and forward 5 years so you must be 14 to 24 right now and if you fall in that ten year period your lucky and you must wait 20 years after citizenship to sponsor family
