It's unenforceable and would only affect non-criminal elements in society. There are more efficient uses of public resources. Bans on handguns and other firearms also create feelings of dependency on the state when the police (who have no duty to protect anyone according to court decisions) have a monopoly on force.

Criminals will be the only ones to have handguns if they were legally banned. How would the law even attempt to get them from the public anyway. I know I won't turn mine in.
